Then off to v13 sp1 or greater to upgrade to the v11 file. Use TIA Portal v11 to convert the 200 code, you have to have microwin installed to do this. And yes I can recall having to have 32 bit windows at some point but only for v11 and microwin to work together. I had to go through this recently with a 200 and because of all the software you will need it is possible you won't have all of it with the licenses. Ask them to have help convert the code or provide assistance with missing software. It's fairly common among controls engineers in general, but ESPECIALLY in migration scenarios. It is fairly common for engineers who do migration work to have multiple VMs (Virtual Machines) with different operating systems for different software packages with different requirements.
If vendors spent a lot of money bringing updates to the old software, they wouldn't have resources for new things. If they developed the new software to be 100% compatible with the old software, it would still be the old software, and they'd never be able to change or make progress. It is so hard because you want to take something old and make it new. If your background is as an operator, and you want to make the jump to being more of a programmer: A) props to you B) this project is probably diving straight into the deep end.
What you're missing is that migrations are hard in general, and that vendors have to do a lot of work to make it possible at all. It could be that you have the Micro version of WinCC Flex?
